I have read the report you have mentioned by the Care Quality Commission, i found it really interesting. Im just wondering if i could possibly use this report towards my knowledge? I am doing my NVQ level 3.

Thanks for your post, I am pleased you found the article of some interest, and yes if there is info that is relevant to your award and the units you are doing then I am sure the CQC will be happy for you to use the info to develop your knowledge.As long as you source any quotes.
To evidence your underpinning knowledge, you will need to demonstrate your understanding of your responsibilities and the legislation and policy that relates to your job role.

Data Protection Act
The Care Standards Act
And how you use and adhere to this legislation..
